The title of Primogen is only loosely held because of Mab's request the Elder Acolyte take a seat in their city. More so the reason for Amahle's presence is because of her Occult Specialties, and her aid in what might have happened to the previous Kindred in New York. Amahle is rarely at anything she's not required to attend, only making appearances with reports or requests to further aid her studies.
